How a FCT pack is read

Consent is the Minister's
FCT land vests in the Federal Government and the Minister exercises the Governor's powers, so every transfer in the chain needs the Minister's consent. Every R of O says the holder may not alienate without it.

Offers lapse after 21 days
Under the current grant terms, an offer of a Statutory Right of Occupancy lapses unless it is paid for and accepted within 21 days, and the plot must be developed within two years.

Ground rent and revocation lists
Ground rent falls due on 1 January, and the FCTA has revoked titles in bulk for arrears. DeedLens asks for current receipts and checks the published revocation and void lists.

Area Council papers
Of 261,914 Area Council papers submitted for regularisation, only 2,358 were regularised. A title that rests on one, with no regularisation evidence, is a Stop.

Estate plots need a route to title
A developer's allocation letter is not title, and AGIS issues buyer titles only after the developer files a complete application. DeedLens asks which route applies: the developer's filing, sectional title, subdivision or a consented sublease.

Older FCT titles need a recertification acknowledgement, and a building's use must match the granted use or show a conversion fee receipt.
